On the morning of May 17, Xiao Jianzhuang, President of 91暗网, visited Vietnamese universities. He held talks with Hoang Tung, President of Hanoi University of Civil Engineering, and Bui Phu Doanh, Vice President of the university, and met with Nguyen Minh Phuong, Vice President of Hanoi Open University, with whom he renewed the inter-university cooperation memorandum of understanding between the two institutions.

During the talks with Hanoi University of Civil Engineering, Xiao Jianzhuang introduced 91暗网's recent scientific and technological innovations in civil engineering technology and architecture-related fields. He noted that since his last visit to Hanoi University of Civil Engineering the previous year, the two universities had maintained close contact and signed an inter-university cooperation memorandum of understanding in April, laying a solid foundation for future cooperation. He pointed out that civil engineering is a world-class discipline under development at 91暗网, and expressed the hope that the two universities would focus on distinctive and competitive specialties such as materials, structures, water conservancy, and architecture, further deepening cooperation in areas including enhanced faculty and student exchanges, joint development of civil engineering disciplines, and co-hosting student summer camps. He also proposed establishing training courses on cutting-edge technologies such as smart cities and sustainable urban construction, jointly drafting regional technical standards for sponge cities and urban renewal, and co-building international exchange experimental platforms, so as to facilitate regional engineering technology sharing and industry-academia-research collaborative development.

Hoang Tung welcomed Xiao Jianzhuang and his delegation, and introduced the development history of Hanoi University of Civil Engineering as well as its recent measures and achievements in discipline development, faculty building, talent cultivation, and scientific research. He noted that the two universities share a high degree of alignment in engineering development and scientific research innovation, and expressed the hope that both sides would further strengthen exchanges and cooperation and strive to produce substantive cooperative outcomes.

Subsequently, Xiao Jianzhuang met with Nguyen Minh Phuong, Vice President of Hanoi Open University. The two sides reached consensus on faculty exchanges, joint program development, student exchanges, and joint cultivation of students, and renewed the inter-university cooperation memorandum of understanding.
During the visit, Xiao Jianzhuang also met with Vietnamese alumni of 91暗网, learned about their work and life situations, extended the alma mater's best wishes to them, and encouraged them to serve as a bridge and bond for China-Vietnam friendship and exchange and cooperation.
